For OFW's who are applying for DOLE-OWWA AKAP, here are the requirements and qualifications.
DOLE-OWWA-AKAP is a financial assistance to support the continued implementation of the DOLE-AKAP. This program aims to support the Returning Overseas Filipino Workers directly affected by the COVID-19 pandemic.
DOLE-OWWA AKAP covers pending and new applications for financial assistance of Php 10,000.00 for each of displaced OFWs who temporarily or permanently lost overseas employment upon the declaration of COVID-19 outbreak in the Philippines on February 2020 until its lifting by a legitimate and competent agency.
3. Balik-Manggagawa who are unable to return to host country in view of its lockdown or the Philippine’s Enhance Community Quarantine last 17 March 2020.
The following are no longer eligible to receive the financial assistance:

- Inactive OWWA Members
3. Balik-Manggagawa who are unable to return to host country in view of its lockdown or the Philippine’s Enhance Community Quarantine last 17 March 2020.
The following are no longer eligible to receive the financial assistance:
- Those who received Php10,000.00 special cash assistance under the OWWA Special Order No. 053, Series No. 2020, Special Financial Assistance to the Stranded OFWs due to the 2019 Novel Corona Virus Acute Respiratory Disease (2019 NCOV ARD);
- Those who received Php10,000.00 financial assistance under the DOLE-AKAP; or
- Those whose employment contracts have expired or terminated for reasons other than the COVID-19 pandemic.
Requirements:
- Passport or Travel Document
- Proof of Overseas Employment:
- Copy of Overseas Employment Contract (OEC);
- Balik Mangagawa (BM) Online Certificate (if, BM);
- Residence I.D;
- Visa/Re-entry Visa; and/or
- Others as may be determined by the evaluating office.
- Proof of Loss of Employment on account of COVID-19:
- Notice/Certificate of Termination of Employment by Employer or Foreign/Philippine Recruitment Agency; and/or
- “Sariling Salaysay” on the Loss of Employment on Account of COVID-19, with valid I.D
- Proof of Return to the Philippines (for ROF)
- Boarding Pass; and/or
- Air Ticket
- In case of stranded BM, 1-3 requirements apply and to include:
- Return ticket or Boarding Pass of last arrical to Philippines
- Valid Visa
How to Avail:
- Log-on to dole-akap.owwa.gov.ph
- Fill up the online application and attach / submit the required documents
- Obtain the One-Time-Pin (OTP) that will serve as reference in monitoring the status of the application
- If the requirements are complete and in order, RWO shall review and evaluate the application within 24-hours upon receipt of application. If requirements are incomplete, RWO will officially notify the applicant using the given e-mail address
- All evaluated/approved applications wih approval shall be automatically encoded to the Beneficiary Availment Program (BAP) system by the RWOs
- The DOLE-OWWA AKAP online system of application shall provide notice of approval/disapproval through e-mail or SMS within 2-3 days upon conduct of the review and evaluation
- DOLE-AKAP Online System shall notify the beneficiaries through e-mail or SMS regarding the release of the financial assistance thru direct payment or Money Transfer.
