How to Avail of DSWD's Targeted Cash Transfer (TCT) Program

 To mitigate the effects of the increase in fuel prices and other commodities, the Philippine government committed to provide the bottom 50 percent of Filipino households with financial support through the Targeted Cash Transfer (TCT) Program.  TCT Program pertains to the cash grant program for the poorest 50 percent of Filipino households to be implemented by DSWD for six months to alleviate the impact of rising fuel prices. This program is patterned after the 2018 to 2020 UCT program as provided under RA 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Law.  The Department of Social Welfare and Development (DSWD) is assigned as co-chair of the lnteragency Committee (IAC) created to oversee the implementation of the TCT Program.  This guideline is being issued to provide guidance on the implementation of TCT Program, particularly:  1. What Happens to 10k Humanitarian Aid by DMW to OFW Saudi Claimants?

According to DMW Secretary Ople, they will release the humanitarian assistance to OFW-Saudi Claimants for unpaid wages within the next two weeks with DMW-OWWA leading the distribution efforts. The signing of the Memorandum of Agreement was held on March 11, 2023 and almost two weeks passed already but no sign of distribution has been made.  The DMW-OWWA and DSWD were supposed to provide P5,000 each for an estimated 10,000 workers-claimants, based on OWWA records. In all, the agencies will each allot P50 million to cover the financial grant. Earlier, Migrant Workers Secretary Susan Ople and Social Welfare Secretary Rex Gatchalian signed a Memorandum of Agreement (MOA) providing P10,000 as financial aid for each worker seeking unpaid wages from several Saudi construction companies that declared bankruptcy from 2015 to 2019.  Hopefully, the 100 million allocated to all the 10,000 claimants will finally get cash aid from our government and not just pure press releases. How to Avail DSWD's Sustainable Livelihood Progam SLP

The Department of Social Welfare and Development Program (SLP) targeted to help 1.9 million households but exceeded and extended the aid to more than 2.4 million Filipinos.  According to the report from DSWD, the Department of Social Welfare and Development (DSWD) thru its Sustainable Livelihood Program (SLP) signed memoranda of understanding (MoU) with four SLP partners on 24 January at the DSWD Central Office. The various partnership efforts aim at developing, establishing, and implementing financial inclusion strategies and projects for SLP participants leading to the improvement of quality of life and well-being; promoting inclusive entrepreneurship by creating a pilot livelihood project model for qualified persons with disabilities; and providing market linkage and more advantageous network through the concepts and principles of social marketing, e-commerce, and other technology-aided methodologies. Ho to Become a Beneficiary of Pantawid Pamilyang Pilipino Program 4P's

We have witnessed on television about some Filipinos having graduated from college through DSWD 4P's. This is a very good program from the department as it helps our fellow Filipino to have a chance to better education.  To be eligible for cash grants, poor and near-poor or families must be willing to comply with the conditions and meet any of the following criteria: Farmers, fisherfolks, homeless families, indigenous peoples, informal settlers and those in geographically isolated and disadvantaged areas are automatically included in the standard targeting system in the DSWD but will still have to meet the criteria to be eligible for cash grants.
