The Metro Manila Development Authority released a revised list of violations and penalties. If you allow another person to use your driver's license your 1st, 2nd and 3rd offense will be Php 500. If the driver allowed a passenger on top of the vehicle, you will be penalized Php150 for the 1st, 2nd and 3rd offense. It sems to me this is a major offence but the pealty is only Php150. If you were caught driving without license then you will have to pay Php750 for the 1st, 2nd and 3rd offense. Below are the complete lists of violations and corresponding penalties.
