The opening ceremony for the games will be held on 5 May 2023, however, the cricket and football tournaments will commence earlier on 29 April 2023. The volleyball tournament will also be held two days earlier before the opening ceremony. The flag bearer of the Philippines is yet to be announced. The Philippines are reportedly fielding 1,342 athletes, Thailand with 1,985 and Indonesia with 1,802. Host Cambodia will have 1,158 athletes participating in the sports event.

The 60,000-seat main stadium, which is estimated to cost about ៛157 million and was built by a Chinese construction firm, and completed between 2019 and 2020 with a Chinese grant covering the entire project. A multipurpose arena, the Morodok Techo National Sports Complex will house an Olympic swimming pool, an outdoor football pitch, a running track, tennis courts and dormitories for athletes.
According to Wikipedia, host countries of SEA Games traditionally charge only a token fee for live broadcast rights. In 2019, the fee was $5,000 for the 30th SEA Games in the Philippines, while in 2021, it was $10,000 for the 31st Games in Vietnam. However, on 31 March 2023, Samdech Hun Sen, Prime Minister of Cambodia, announced not to take fees for broadcasting abroad.
