Participating nations are limited in the number of athletes they can enter in certain sports – martial arts, dragon boat and esports, while the such restriction is not applied to the host country.
Pole Vaulter Ernest John Obiena was the flag bearer of the Philippines in the last Vietnam 2021 SEA Games. Vietnam Finish the event with a total of 446 medals, 205 of which were Gold Medals. Thailand is in second place with a total of 331 medals, 92 of which are Gold, Indonesia in third place with 69 Gold and the Philippines with 52 Gold Medals.

Cambodia is sill at No. 1 with 19 Gold Medals, 11, Silver Medals and 10 Bronze Medals. Philippines drops to No. 4 with 7 Gold medals, 9 Silver Medals and 13 Bronze medals. Indonesia is now at No. 2. with a total of 26 Medals, 8 of which are Gold Medals. Thailand is at No. 3 with a total of 33 Medals.

Host Cambodia is currently leading the medal standings with 5 Gold and 4 Silver medal. The Philippines is at No. 2 with 2 Gold, 2 Silver and 3 Bronze medals and Thailand sits at no. 3 with 1 Gold, 1 Silver and 1 Bronze medal.

The Philippines, which claims to be backed by other participating nations aside from the host, has protested such regulation alleging it to be a strategy for Cambodia to finish at least fourth in the medal tally. The Philippines protested Cambodia's plan to only allow a maximum of two gold medals to be awarded to a competitor in the gymnastics events. This was later revised to three following a complaint from the Gymnastics Association of the Philippines.
The last time the Philippines hosted the event was in 2019 and will host the event again in 20233.
