 To mitigate the effects of the increase in fuel prices and other commodities, the Philippine government committed to provide the bottom 50 percent of Filipino households with financial support through the Targeted Cash Transfer (TCT) Program.  TCT Program pertains to the cash grant program for the poorest 50 percent of Filipino households to be implemented by DSWD for six months to alleviate the impact of rising fuel prices. This program is patterned after the 2018 to 2020 UCT program as provided under RA 10963 or the Tax Reform for Acceleration and Inclusion (TRAIN) Law.  The Department of Social Welfare and Development (DSWD) is assigned as co-chair of the lnteragency Committee (IAC) created to oversee the implementation of the TCT Program.  This guideline is being issued to provide guidance on the implementation of TCT Program, particularly:  1. According to DMW Secretary Ople, they will release the humanitarian assistance to OFW-Saudi Claimants for unpaid wages within the next two weeks with DMW-OWWA leading the distribution efforts. The signing of the Memorandum of Agreement was held on March 11, 2023 and almost two weeks passed already but no sign of distribution has been made.  The DMW-OWWA and DSWD were supposed to provide P5,000 each for an estimated 10,000 workers-claimants, based on OWWA records. In all, the agencies will each allot P50 million to cover the financial grant. Earlier, Migrant Workers Secretary Susan Ople and Social Welfare Secretary Rex Gatchalian signed a Memorandum of Agreement (MOA) providing P10,000 as financial aid for each worker seeking unpaid wages from several Saudi construction companies that declared bankruptcy from 2015 to 2019.  Hopefully, the 100 million allocated to all the 10,000 claimants will finally get cash aid from our government and not just pure press releases. If you managed to watch the second game of the semi-finals between the Creamline Cool Smashers and the F2 Logistics, not only once, not twice but thrice that Coach Sherwin Meses Challenge looks legit but made unsuccessful by the Challenge system of the PVL. The video will not lie but the result but the vindication of humans with regards to the challenge seems to be erroneous. Boom Gonzales and Ayel Estranero were even laughing at the results. If the challenge and such results happen on match points for sure there will be a commotion on the court with a lot of Creamline already "booing" the Challenge results.
