Cesar Mancao caught in CCTV footage leaving his detention cell at NBI custody reports said. Former Senior Superintendent Cezar Mancao II, a suspect in the sensational November 2000 twin killings of publicist Salvador "Bubby" Dacer and his driver Emmanuel Corbito, has escaped from detention at the National Bureau of Investigation, accordin to GMA News. NBI Deputy Dir.Esmeralda said Mancao was seen on CCTV leaving his detention cell,carrying a big bag,at past 1am today. NBI Deputy Dir. Esmeralda says Mancao's detention cell, prior to his escape, was unlocked.
