Cebu Dancing inmates has been known from their Thriller Dance Video uploaded on YouTube . Thriller is a viral video featuring the dancing inmates of a high-security penitentiary. In 2007, the inmates of Cebu Provincial Detention and Rehabilitation Center (CPDRC), a maximum security prison in Cebu, in the Cebu Province of the Philippines, imitated the zombie dance featured in the music video of Michael Jackson's "Thriller". The footage, uploaded onto video-sharing website YouTube, became an immediate internet hit and viral video. The idea behind the dance came from the prison's chief, Byron F. Garcia. Garcia first conceived the idea of exercising as an enjoyable way of keeping the prisoners mentally and physically fit. Music was then added to provide additional motivation. India bars non-technical foreign workers Expatriates can get employment visas in India only if they are hired for  highly skilled jobs with an annual salary of more than US$25,000.   In a report to the  Philippine Overseas Employment Administration,           the Department of Foreign Affairs said the Indian Home Ministry has  invalidated a Labour Ministry circular which allows the employment of  “one per cent foreigners among the total work force in any project  composed of 5-10 people”. In addition, the Home Ministry clarified that employment visa shall not  be granted for routine jobs with qualified Indian nationals such as  secretaries and clerks.
